PAPER-I

Essay: Candidates will be required to write an essay on a specific topic. The choice of subjects will be given. They will be expected to keep closely to the subject of the essay to arrange their ideas in orderly fashion, and to write concisely. Credit will be given for effective and exact expression.

English Comprehension & English Precis will be to test the English language Comprehension and English précis writing skills (at 10th standard level).

PAPER-II

General Studies- I: Indian Heritage and Culture, History and Geography of the World and Society.

  • Indian culture will cover the salient aspects of Art Forms, Literature and Architecture from ancient to modern times.
  • Modern Indian history from about the middle of the eighteenth century until the present- significant events, personalities, issues
  • The Freedom Struggle - its various stages and important contributors /contributions from different parts of the country.
  • Post-independence consolidation and reorganization within the country.
  • History of the world will include events from 18th century such as industrial revolution, world wars, redrawal of national boundaries, colonization, decolonization, political philosophies like communism, capitalism, socialism etc.- their forms and effect on the society.
  • Salient features of Indian Society, Diversity of India.
  • Role of women and women's organization, population and associated issues, poverty and developmental issues, urbanization, their problems and their remedies.
  • Effects of globalization on Indian society
  • Social empowerment, communalism, regionalism & secularism.
  • Salient features of world's physical geography.
  • Distribution of key natural resources across the world (including South Asia and the Indian subcontinent); factors responsible for the location of primary, secondary, and tertiary sector industries in various parts of the world (including India)
  • Important Geophysical phenomena such as earthquakes, Tsunami, Volcanic activity, cyclone etc., geographical features and their location- changes in critical geographical features (including waterbodies and ice-caps) and in flora and fauna and the effects of such changes.

Cheer as tiger population in Nepal's Terai rises

  • The tiger is faring better in Nepal compared to four years ago, the tiger survey, whose findings were presented in Lalitpur earlier this week to mark the International Tiger Day, shows. The findings of the survey — conducted jointly with India to avoid double counting in the protected areas that overlap the national boundaries — revealed that the estimated number of tigers in Nepal has risen from 121 in 2008 to 198 in 2012, a growth of 63 per cent that has elated the conservationists.

  • Though conducted simultaneously in the border areas of both countries, the survey's India results are still being tallied and a joint status report is expected in December.

  • The International Tiger Day was created in 2010, at the St. Petersburg Tigers Summit of 13 tiger range countries. It resulted in a pledge to heighten national efforts to double the number of tigers in each country by 2022, the "year of the tiger" in the Chinese calendar.

  • The Terai Arc Landscape is the conservation area to the west of River Bhagmati and east of River Yamuna.It includes four important national parks — in terms of tiger population — two in Nepal Chitwan and Bardiya; and two in India, the Dudhwa and Valmiki.

Ques. 1 What is a right? What are various kinds of Rights?

Ans. A right is a legal claim that a citizen or any other individual is granted by the Constitution or any statute. For example, right to life. It means the individual's life can not be abridged or abolished by any one except in a manner that is prescribed in law If any one violates the right illegally, the individual can approach the court that investigates into the case and renders justice. Rights are the essence of democracy as they empower the individuals and enable to develop. Rights are generally associated with equality in contemporary times and establish a level playing field among the people-rich and poor; men and women; and various social groups. Thus, they are egalitarian in nature. They are a protection against the Government actions. Rights may be associated with obligations, there being very few absolute rights. For example, Right to Education that is made a Fundamental Right by the insertion of Art 21A by the Constitution 86th Amendment Act 2002 in India may confer the obligations on some citizens of the country to pay taxes that contribute to the revenues necessary to implement the right. Fundamental Duties that were inserted into the Constitution by the Constitution (42nd) Amendment Act 1976 are the obligations that citizens are expected to discharge. Fundamental Duties in Art. 51 A require the citizens to contribute to national and social development.

Electoral Laws of India

India is a sovereign, socialist, secular democratic republic. Democracy is one of the inalienable basic features of the Constitution of India and forms part of its basic structure (Kesavanand Bharati v State of Kerala and Others AIR 1973 SC 1461). The concept of democracy, as visualized by the Constitution, pre-supposes the representation of the people in Parliament and State Legislatures by the method of election (N P Punnuswami v Returning Officer Namakkal AIR 1952 SC 64). For democracy to survive rule of law must prevail and it is necessary that the best available men should be chosen as people's representatives for proper governance of the country (Gadakh Yashwantrao Kankararao v Balasaheb Vikhepatil AIR 1994 SC 678). And for the best available men to be chosen as people's representatives, elections must be free and fair and conducted in an atmosphere where the electors are able to exercise their franchise according to their own free will. Thus, free and fair elections form the bedrock of democracy.

India has adopted the British Westminster system of parliamentary form of government. We have an elected President, elected Vice-President, elected Parliament and elected State Legislature for every State. Now, we also have elected municipalities, panchayats and other local bodies. For ensuring free and fair elections to these offices and bodies, there are three pre-requisites: (1) an authority to conduct these elections, which should be insulated from political and executive interference, (2) set of laws which should govern the conduct of elections and in accordance whereof the authority charged with the responsibility of conducting these elections should hold them, and (3) a mechanism whereby all doubts and disputes arising in connection with these elections should be resolved.
